When routing payphones to the 211 service the keypad must be completely unrestricted. Once the payphones are routed, test the service to make sure the keypad is open and can navigate through the prompts.
Since the caller has a maximum of 10 minutes for the courtesy call, you can set the initial minutes and the additional minutes in different ways to reach the 10 minute combination.
